Policy and Regulations


Parking rules and regulations are in effect 24 hours every day. Vehicles parked in violation of any of the following rules are subject to ticketing and towing at the owner's expense. Please read all signs posted at lot entrances.

1. Vehicles parked within Rutgers' jurisdiction must be registered with the Commuter Transit and Parking Services and display a valid permit. Parking on University property is a privilege, which may be withdrawn for noncompliance with regulations.

2. While parking on University lots, please be sure to park only within marked stalls. A summons may be issued for parking outside of marked stalls or for "creating your own space". Absence of a marked stall indicates "no parking". When a legitimate parking space is unavailable, try an alternate lot.

3. The fact that a person parks in violation of any rule and does not receive a citation does not mean that the rule is not in effect.

4. All signs and markings are in the interests of parking control and safety, and must be obeyed under penalty of citation and/or towing at owner’s expense. Removal or damage of such signs or markings is illegal; perpetrators are subject to arrest and prosecution. Vehicles parked in NO PARKING ZONES are subject to ticketing/towing. NO PARKING ZONES include yellow-curbed areas, driveways, sidewalks, handicapped ramps, fire zones and other designated areas.

5. The University reserves the right to close any parking area or roadway for reasons of repair, safety, and other instances as needed. Vehicles parked within such areas closed by barricades, signs, or notifications are subject to towing at owner’s expense.

6. Overnight parking on the Newark Campus is restricted to campus residents with valid reserved parking permits at Parking Deck I, located at 200 University Avenue. Violators will be subject to towing at owner's expense.

7. Disabled vehicles not reported to the University Police Department will be towed from University property at the owner’s expense. Disabled vehicles should not obstruct traffic or endanger safety and must be moved within 24 hours. If parked beyond 24 hours without specific permission from the Office of Parking and Commuter Services, the vehicle will be towed.

8. Storage of a vehicle on University property for personal reasons is prohibited. A vehicle is in violation, despite permit display, if parked on University property while its registrant/driver is engaged in non-University business. No University property may be used as "park and ride" for commuting by public transportation without the knowledge and expressed consent of the Office of Parking and Commuter Services.

9. During extended recess periods, owners may not use University parking lots for storage of vehicles. Any exception requires approval from the Office of Parking and Commuter Services.

10. Notes of explanation left on vehicles to avoid citations will not be honored.

11. Restrictions in gated lots remain in effect at all times, even when gate arms are in the "up" position or in need of repair.

12. Parking in handicapped stalls without proper vehicle ID is strictly prohibited at all times. Violators will be cited and their vehicles towed. The fine for parking in a handicapped space is currently $100.

13. Use of counterfeit or altered permits is prohibited. Use of permits reported lost or stolen is prohibited, even if used by the person to whom the permit was originally issued. Your permit remains the property of Rutgers University. If your vehicle is towed for use of a counterfeit or altered permit, the counterfeit or altered permit will be retrieved from your vehicle. Allowing another person to use your permit for the expressed or non-expressed intention of providing parking, for which they are not entitled, constitutes fraudulent use of permit and will result in ticketing/towing and possible revocation of registrant's parking privileges.

14. The vehicle registrant, regardless of the driver or owner, assumes responsibility for all university parking violations issued to a vehicle. Vehicles with excessive unpaid tickets are subject to towing, without notice, at the owner's expense. Campus parking privileges may also be revoked. Unpaid parking tickets will result in denial of the right to register a vehicle to park on campus the following year. In addition, holds may be placed on records, transcripts, grades, and/or diplomas. Academic registration may also be denied.

15. A PARKING PERMIT DOES NOT GUARANTEE A SPECIFIC PARKING SPACE OR SPACE AVAILABILITY, AND PARKING PRIVILEGES MAY BE MODIFIED OR PREEMPTED AS REQUIRED THROUGHOUT THE YEAR. The number of spaces on the Newark Campus is limited. Inability to locate a legal parking space is not an acceptable excuse for violating a parking regulation.

16. REGISTRATION FALSIFICATION CONSTITUTES FRAUD PUNISHABLE BY FINE, PARKING PRIVILEGE REVOCATION, AND/OR FORFEITURE OF ALL FEES PAID.

17. Parking privileges are determined by category according to faculty, staff, student, or visitor status, and by space availabilty. Lot assignments are provided at time of registration. Parking management reserves the right to alter or revoke permit assignments as the needs of the individual or the University change.

The University assumes no responsibility for security of vehicles or their contents while parked in areas of jurisdiction.
